I would like you to write a letter asking for a report to be declassified. Please write an actual letter, not a email, fax, tweet, or anything else. And please don't refer to me or this blog. I think it would be better if they suddenly got a lot of letters on this one issue from individuals.
As many JFK assassination researchers know one of the most important reports written by any governmental body investigating the assassination of President Kennedy was what is commonly called The Lopez Report. This report written by Ed Lopez and Dan Hardway for the House Select Committee on Assassinations (HSCA) examined the strange visit to Mexico City by Lee Harvey Oswald in late September and early October in 1963.
I will not go into detail here as to why The Lopez report is important. For more background information on the Lopez report see Mexico City: A New Analysis.
On page 142 of the Lopez Report there are two really interesting sentences that I want to draw you attention to. "The custodian of Oswald's file, in October 1963 was Ann Elizabeth Goldsborough Egerter of the Counter-Intelligence / Special Investigations Group. This group's purpose and interest in Oswald is detailed in another section of this final report dealing with whether or not Lee Oswald was an agent or asset of the Central Intelligence Agency." And it gives an footnote, 567.
You can see this page on the Mary Ferrell site here.
So if you go to look up footnote 567 you will see only two words, "See Section," and the rest is whited out. A whited out redaction is the sneaky kind designed to make you think it's not a redaction at all, that nothing is being hidden here. But, they are hiding something.
You can see footnote 567 here.
They are hiding an appendix to the Lopez report, basically a report within a report. This report was written by Ed Lopez and it deals with Ed Lopez's investigation as to whether or not Lee Oswald was an agent or asset of the CIA. To the best of my knowledge this report has never been released, and is rarely even mentioned in the JFK research community.
The CIA is being so sneaky about hiding this report that they even went to the length of whiting out the reference to it in footnote 567. But, they left a reference to it in the text of the report on page 142.
So, what do I want you to do? Please write a nice polite letter to:
Mr. Steven D. Tilley
8601 Adelphi Road, Room 2600
College Park, MD 20740-6001
You might also try:
Special Access and FOIA Staff
ATTN: JFK Access Staff
National Archives
Room 6350

College Park, MD 20740-6001
Ask him and or his staff to examine the JFK assassination record commonly referred to as The Lopez Report, RIF# 180-10110-10484. Specifically please read p. 142 and look at footnote 567. Page 142 can be viewed online:

Footnote 567
So, please ask Mr. Tilley to ask the CIA for this report to be declassified. Also, ask him to ask the CIA what is going on with this whited out footnote 567. It might be a good idea to print off a copy of page 142 and the page with footnote 567 and include them with your letter.
Please proofread the letter and check for spelling errors before mailing. Thank you.
