Bush could not figure out what a poncho is

George W Bush could not figure out how what a plastic poncho even is, or how to wear one when they were given out to protect folks from the rain.  And Cheney who was sitting behind Bush was trying so hard not to laugh his ass off.  This was absolutely the best image of the day.
